Look who reads the Wildcat Messenger! Voki seems interesting. There is one called Blabberize which lets you make any photograph "talk." I also saw a demo of something called "Crazy Talk" at Ed. Tech which does a great job of animating photographs to make them speak and look alive. Like anything great, it's not free. :(
